Bond & Capital Improvement

The Mt. Diablo Unified School District’s (MDUSD) construction bond and capital improvement program is funded with various revenue sources.

A general obligation (GO) bond is a common way for school districts to raise funds for capital projects, such as building new schools, renovating existing facilities, or purchasing land. These bonds are a type of debt instrument issued by a school district, and they are backed by the full faith and credit of the district, meaning they are repaid using property tax revenue.

GO bonds are a powerful tool for school districts to fund long-term infrastructure needs, but they require public support since they increase local taxes.

The MDUSD Community Passed the Measure J General Obligation Bond in 2018. Project’s funded by Measure J are anticipated to run through 2025.

General Obligation Bonds

Measure J - 2018: The “School Safety and Classroom Improvement Measure” is a $150 million GO bond approved in November 2018. These funds will be used to improve student and campus safety and security measures; replace outdated electrical, mechanical, and plumbing systems; and upgrade career tech and science, engineering, and technology classrooms and labs.

Proposition 39 - 2012:  Proposition 39, the California Clean Energy Jobs Act approved in November 2012, allocates revenue to local education agencies to support high energy efficiency and alternative energy projects, along with related improvements and repairs that contribute to reduced operating costs and improved health and safety conditions in public schools.

Measure C - 2010:  Measure C, a $348M General Obligation (GO) bond measure approved by voters in June 2010, is providing for improved science labs, career and technical education facilities, classroom instructional technology, and needed repair, replacement, and modernization of school facilities throughout the District. Measure C is also providing for improved energy efficiency with solar panels and upgraded heating, ventilation, and air conditioning systems. The bond has also provided for improved public safety and accessibility.

Measure C - 2002:  The Measure C approved in May 2002 provided for $250M in GO bond funding for earlier improvements and repairs to school facilities, technology, and infrastructure. A Citizens’ Bond Oversight Committee (CBOC) is in place to provide required oversight and reporting on the expenditures of these public funds.

Measure A - 1989:  The District also receives funds from Measure A, a Mello-Roos parcel tax approved in 1989 and which authorized the District to sell up to $90 million in bonds to serve as an operating fund for school site furniture and equipment.

Bond Oversight: Laws governing the passage of local school construction measures require strict accountability and include the establishment of an independent citizens’ oversight committee charged with the task of informing the public on the expenditures and progress of bond revenues.

Facility Master Plan

A School District Facility Master Plan in California is a comprehensive, long-term strategic document that guides the planning, development, and management of school facilities. It helps districts ensure their buildings and infrastructure meet current and future educational needs, comply with regulations, and align with the community’s goals.
