Transfer Information

Mt. Diablo Unified School District provides school options for all students, K-12.  Our schools offer various programs and services that may be the best fit for your child.  We encourage parents / guardians to fully research the school options available, starting with the school of residence.   For more information about individual schools, please click on the link below. 

MDUSD - Our Schools

School transfer options are described below. MDUSD will attempt to accommodate all requests for school transfer, based on program and classroom space availability.

Intradistrict transfers

   Intradistrict transfers are for students who reside inside the MDUSD boundaries requesting to transfer to another MDUSD school.

Elementary Grades TK-5 (including Two Way Dual Immersion and Bilingual Program transfer requests):

February 10, 2021 - March 10, 2021 

Secondary Grades 6-12 on time application time frame was October 15, 2020 - November 15, 2020

Applications received after November 15, 2020 will not be part of the lottery. Responses to late applications will be sent out in June 2021.

FAQ Elementary Intradistrict Transfer Lottery

At some schools there is not enough space available for every student who applies. In order to assign these seats fairly, applications submitted during the transfer window are given "priority", and all applications received during this time period are randomly sorted in order of "priority" placement.

The following is the order of priority for students applying for an intradistrict transfer. The priorities are ranked 1 through 7, with priority 1 receiving the highest placement on the enrollment list.

The following explanations and points are for consideration:

  • All of these are based on space availability and only resident status is guaranteed.

  • Siblings: Intradistrict Transfer Requests from siblings of students currently enrolled in a school of request. Siblings must share a year at the same school.

  • Employees (2): Employees (2) are currently defined in board policy as follows: Students whose parent/guardian is assigned to that school as his/her primary place of employment. Priority criteria will only apply for the duration of the parent/guardian's employment at that site. Employees to be eligible hereunder must have a regular assignment of 10 hours per week or more.

  • Cohort: A cohort is defined as a group of students moving from one level to another. For example, Riverview to Mt. Diablo High, Valley View to College Park, El Dorado to Concord High, and Foothill to Northgate. It also includes the various feeder patterns traveling from elementary school to middle schools.

  • Academic Programs: Academic Program Pathways are currently in development, but include a continuation of a specialized program such as International Baccalaureate, Dual Immersion, or Bilingual.

  • Employees (6): Employees (6) are defined as a district employee and works a minimum of 10 hours a week at a district site other than the requested school. This priority will apply only to schools located within the feeder pattern in which the the employee's work location is situated and does not apply to Mont Gardens, Sequoia Elementary, or Sequoia Middle School. Priority criteria will only apply for the duration of the parent/guardian's employment within the district.

  • Space available will be determined by current enrollment and will be reviewed annually. A District-wide facility plan will assist in determining the capped number. The goal is to enter into a cohort (resident, cohort only, program) in Elementary school and to stay K-12.

Procedures 2021- 2022 School Year:

Online Application Request Period:

October 15, 2020 - November 15, 2020 (for students who are currently enrolled in Grades 5-11)

February 10, 2021 - March 10, 2021 (Incoming TK/K and currently enrolled  K-4): Any new Elementary students must be registered at the home school before submitting an application. 

Lottery: Student Services conducts a public lottery for vacant spots at all schools. All vacant spots are filled in lottery order. Only applications received by the deadline dates are entered into the lottery. The lottery for middle and high school will take place in February 10, 2021 and the lottery for elementary school will take place in April 23, 2021.

Notification:  Parents/guardians are notified in writing of the outcome of the transfer request.

Denial of Requested Transfer Appeal Process:

Choice - If parents/guardians are denied a transfer due to space availability, they may appeal this decision by submitting a letter in writing to the Assistant Superintendent by the date indicated in the denial letter. Appeals will be accepted only for students denied a transfer. Notification of the results of an appeal will be made in a timely manner. No appeals will be accepted for those students who were offered a school. The decision of the school level's Director is final and no additional appeals will be accepted. 

Enrolling in the approved school: Parents/guardians must enroll the student at the approved school within two weeks or as indicated in the notification letter. Once enrolled, the transfer is in effect through the 5th grade for elementary, 8th grade for middle school and through 12th grade for high school. Intradistrict Transfers can be revoked if the student does not maintain good attendance (tardies), behavior, and academics. 

*PLEASE NOTE: Students on Intradistrict Transfers can be displaced prior to August 30th of the current year by students who reside in the school’s attendance area. (BP & AR 5116.1)

Students in 5th grade and 8th grade who wish to apply for an Intradistrict Transfer to middle or high school other than their school of residence must apply for a new Intradistrict Transfer for the next grade level. 


Monte Gardens and Sequoia Elementary School have a separate admission process. Please contact those schools directly to be placed on a waiting list. 



1. Staff reserves the right to change or adjust the types of transfer to align to the California Department of Education (CDE) recommendations

2. The transfer may be revoked if the student fails to demonstrate good attendance, satisfactory behavior and/or satisfactory academic progress.

Request Period for incoming requests: March 15, 2021 – July 23, 2021

Request Period for outgoing requests: March 15, 2021 - August 2, 2021

Applications for the 2021-2022 school year will be available on this webpage beginning March 15, 2021 

This type of transfer is for students who reside within MDUSD boundaries and are requesting a RELEASE from MDUSD to attend a school in another District, or students who reside outside MDUSD boundaries and want to attend an MDUSD school.

Interdistrict Transfer Request to MDUSD

Step 1 - Obtain an interdistrict transfer release from your resident District.

Step 2 - Complete an MDUSD application. Provide supporting documentation (if applicable). Documentation                       required for request based on Employment, Child Care, IEP, or Section 504. For MDUSD high school                       requests, provide student's attendance, discipline, and grades from current school.

Step 3 - Submit application and documents* to the MDUSD Student Services Office.

Step 4 - Wait for your response letter from MDUSD.


Interdistrict Transfer Request to Other School District

Step 1 - Complete an MDUSD application. Provide supporting documentation (if applicable). Documentation                        required for request based on Employment or Child Care. 

Step 2 - Submit application and documents* to MDUSD Student Services Office. 

Step 3 - Wait for your response letter from MDUSD. 


Required Documentation:

* Request based on employment - Current payroll stub or letter from your employer on letterhead

* Request based on child care - Verification of enrollment or statement from child care provider

Please only one submission per student.


Interdistrict Transfer Requests MAY BE permitted when one or more of the conditions exist: 

  1. It is the student's final year of attendance (at the same school)  in an elementary (5th grade), intermediate/middle (8th grade), or high school (12th grade). An interdistrict transfer granted for that final year does not guarantee an interdistrict transfer for the following year.
  2. The parent/guardian of the student provides tangible proof of their imminent move into or out of the District, such as a rent receipt, escrow agreement, or letter from contractor.
  3. The student receives child care in TK – 8th grades within the boundaries of the District. To establish child care, the application must include verification of enrollment in a local child care program or a written statement from a private child care provider. A transfer based on child care needs shall only remain in effect so long as the child remains at  the child care provider within the school's attendance area. Parent/guardian must provide child care documentation annually.
  4. There is a compelling educational reason for transfer based on the safety of student and/or staff. Whether a particular case presents a compelling educational basis for transfer, will be considered on an individual basis and on the merits of that particular case. The requested District is not required to admit a student, but may not refuse admission on the basis of race, sex, parental income, scholastic achievement, or any other arbitrary consideration. The School District of residence or the requested District may prohibit the transfer if that transfer would negatively impact that District's court-ordered or voluntary desegregation plan. The receiving District may prohibit the transfer if it is determined that the additional cost of educating the student would exceed the amount of additional State aid received as a result of the transfer.
  5. Interdistrict transfer requests may be denied if the transfer would negatively impact the District based on an analysts of capacity or financial impact.

Incomplete applications cannot be processed.

 This includes the following:

  • Failure to obtain an approved Release from your District of Residence

  • Failure to provide proof of employment

  • Failure to provide proof of child care

  • Failure to provide current IEP

  • Failure to provide current Section 504 Plan

  • Failure to provide student's attendance, discipline, grades (for grades 9, 10, 11, 12 and requesting a MDUSD high school)

reminder: only one transfer per student per school year will be processed

Parent/guardian may only apply for one transfer per student during a school year. If parents/guardians applied for an Intradistrict Transfer (a transfer within MDUSD), then a subsequent Interdistrict transfer (a transfer between MDUSD and another school district) will not be accepted.
